It can cover a lot of mistkes in the secondary. There were a couple of pretty good pass rushers at #23. I understand the reason for a Tackle, But there are some fairly good tackles available in later rounds. It's not often that you get a chance for a real good pass rusher. TT also let CB Wilson go right bye. Harris may be able to come back, But it takes 2 years to fully recover from an ACL. I've personally have seen enough of Bigby and Bush. Bulaga might be very good, but when you are 1-3 players away from a Super Bowl you should have taken a starter for the back end of the Defence. Pass rush!
